That is one of the Divi settings.

Try to set it in WP Admin > Divi > Theme Options > Navigation > General Settings > Disable top tier dropdown menu links

Hi I am reopening this, so this fixed the issue on desktop but on mobile I still can't click on any parent links. http://stifel-marcin.com
All the top tier menu items work as a drop down reveal and a link on desktop but on mobile they only open the drop down and do not link to their actual page. How can I fix this on mobile?

I see that you're using this ET tutorial to make the mobile menu collapsible: https://www.elegantthemes.com/blog/community/divi-mobile-menu-hack-collapsing-nested-sub-menu-items

But the downside of the tutorial is that the mobile menu item with sub-pages will not be clickable. There's no easy tweak on the jQuery or CSS to achieve what you want.
