    Try to disable / clear Static CSS File Cache & see if it works: WP Admin > Divi > Theme Options > Builder > Advanced > Static CSS File Generation

    Seems more like a hover bug in Divi. It might be a hover bug for that section only. You may try to re-create a new section with similar design & see if it works.
