Solved Missing formatting options and dynamic font size on counters?

    Version: 4.9.7
    Disabled all plugins and cleared all cache.

    I don't have the text formatting options. Currently working with the number counter module.

    Also, the font size for the percent in the module is being applied dynamically and I have no idea how that' happening.

    edit: the dynamic font size seems to be on me. So disregard that one.
