Text Background color change

When I move my cursor over a text box the background and text color changes. I have tried to disable this in the hover feature but it continues to change.

Any ideas where to disable this? I do not want text boxes to change colors unless they have a link....

In the photos, the blue is what you see without the cursor then it turns to yellow with... I want to eliminate the yellow and just have static information. It seems to be applying to the entire section because all the headers highlight when you move the mouse over any of the 3

I have figured out how to get rid of the yellow but now it still changes and simply goes to transparent.
