I'm able to close the promo bar with the icon click but how can I set the button to also close the promo bar and set the cookie?

Go to the close icon module settings > Advanced > CSS Class & copy it. It should be something like: free-303-light-close

And paste the CSS Class at the Button module settings > Advanced > CSS Class

There is no "close icon module"

You mentioned that you was able to close the promo bar with icon click. The icon is what I meant by close icon module. If I’m not wrong, it’s a blurb module. Let me know how it goes.

I found the class you were talking about, but the button still refreshes the page entirely in addition to closing the section. Is there any way to eliminate that action?
