Try this 1.32MB json file and see.

Last test. This is a combination of section and layout. It's almost the same size as just now.

If uploaded successful, then I can confirm that it's just file size issue.

If that's the case, kindly ask your host to set the below values for your PHP settings:

memory_limit = 500M;
max_execution_time 180
upload_max_filesize 1024M
post_max_size 1024M
max_input_time 600
max_input_vars 5000

After that, try to import the original file again.
**Remember to delete the items that you test uploaded just now.

Sadly, that's the only way that I know of.

I did post this suggestion on ElegantThemes forum few months ago: Sync all Divi Library Items for WP Multisite.
But I don't think they are going to add this feature.
