Mobile menu background color problem

    I've been fighting for over a week off and on (between fighting other oddities) with the menu here: www.sonterrahoa.org/new/.

    I have to keep the full-width menu background transparent so that it can rest over a colored section. I do this because the top-level links insist on riding at the very bottom of the menu. If I go below a certain height the links are actually pushed below the menu and are cut off. I align the menu slightly higher than the section to get the links centered. I think that this is the reason that my mobile menu insists on being transparent no matter what settings I tweak (and despite custom css that I've tried). How do I get a background on the mobile menu?
