I am currently using Footer Style 1. I am trying to apply different amounts of Padding to Row Settings. If I do this...

    - Click Row Settings > Design > Spacing, and then...

    - click Desktop tab
    - input 20px for Padding Top

    - then, click Tablet tab
    - input 5px for Padding Top

    - then, click Desktop tab again
    - the Desktop Padding will now be 5px, when it should have remained at 20px

    Is this a bug?

Tested on our side & it works fine. Try to update Divi & Wordpress to the latest version & see if it works.
**Do note that this issue is not related to our child theme. Might be a bug in Divi itself.

Another thing to try is to enable Safe Mode & see if it works: WP Admin > Divi > Support Center > Safe Mode > Enabled. If it works in Safe Mode, then meaning one of your plugins might be causing the issue. You will then need to enable / disable your plugins one by one to find the culprit.

If all the above doesn't work, it's best for you to report it to official Divi support: https://www.elegantthemes.com/members-area/help/

I agree that this appears to be a Divi bug. The problem occurred only when I duplicated *existing* sections that were in the generic Footer Style 1 template. The problem did not occur when I created a new Section from scratch.

    Thanks again for the support.
