    Since you wish to add custom text as well, I would suggest you to use Divi Theme Builder to create your custom header.

    In WP Admin > Divi > Theme Builder, add a new global header & create your header design using Divi Builder.

    For the top section that you wish to achieve, you just need to add a new section & add a text module & paste the following code in Text module settings > Text > Body > Text:
