Different Menu for different pages?

Hello, I would like to use different Menus on different pages, while I am developing my website. If possible use the following method to develop my website. To be clear, this would all be on a single domain/website.

Now - I have two pages on the initial production website, Home page, Contact page. This is all I want the public to see right now and the domain name points to that Home page. There are only two menu items (Home Contact)

Desired - I would like to develop the rest of the website, including a new Home 2 page. There will be many other pages, and several top level Menu items: Example: Home2 About History Affiliated-Locations Contact . These new pages would have the new Menu displayed.
When ready for production I would simply point the Wordpress Home page at 'Home2' , and all the new pages would be available. And already linked via the new Menu.

If I can create another Menu, that has all of the items listed above, and use that Menu only within the new pages being developed, that would make development easy, and simple for people to preview the upcoming website.

But I cannot see how to create multiple menus, then use different menus on different pages. It seems the menu that is active overrides and appears on EVERY page in Wordpress.
    Thank you for ideas

    Hello Austin,
I had the same question, and just have found a great solution, the Conditinal Menu plugin.
I will give it a try, and it might be helpful for you, too.
