Solved Alignment of several modules in responsive design

We have built our own navigation system that consists of several modules. It has the shape of a "flower" and each "leaf" extends at hover and releases the menu link. I aligned the modules individually on top of one another and aligned them with position and rotation. It looks great on my screen (1680x1050) but as soon as the screen size changes the elements move and it doesn't look nice at all. Does anyone have any ideas how I can fix that?
