Blurb Z Index

    Dear community, I have created a page with a header and then thre columns below it. each one has a blurb and I would like to add a border and shadow to each blurb and then partially cover some of the header. without the order it works, but as soon as I add a border and shadow to the blurbs the image and title are above the header, but the blurb border and shadow are behind/under it. Any ideas what is causing this and how to remedy it?
