Can Divi function like super cool InstantMagazine (w/static TOC carousel)?

Hello!

I would like to set up an online magazine on Wordpress with Divi. I want the issue to function like documents created with InstantMagazine which are 1) interactive and 2) feature a carousel that remains on the screen on the side or bottom that serves as a table of contents (TOC) -- visitors click the slides in the TOC carousel to move to different pages in the magazine issue. Navigation buttons assist moving up and down on page.

Any suggestion on how this TOC can be done in Divi? I am not that familiar with Divi nor with coding but based on the little I know it seems doable-- but I don't know specifically how (LOL). I was hoping for feedback on the feasibility and suggestions on what specifically I should ask to be customized if I sought more experienced help.

I love how the TOC buttons also include buttons that show past issues, social buttons, mini pages and search.

Again, I REALLY want to create this with the DIVI theme. Can we do it?
1) On scale of 1 to 10, how would you rate difficulty? 1 (very easy) ---- 10 (very hard and time consuming)
2) Any suggestions on how to go about creating the navigation from page to page?
3) Any suggestion on how to create the extra buttons?
4) Any guess on minimum time required?

Note: I will forward the how to suggestions to a freelancer. Your feedback will help me get the results I want and a realistic estimate.
