Can't add new modules or modify module settings

    I'm trying to update the website developed by other people, if I click on module settings icon I get a "blue pencil" icon (attached the picture), it doesn't load anything with previous set up.
    Also I can't add any new module, I'm only able to duplicate a existent module.
    I've already purged caches, turned off all plug-ins, and tested it on safe mode.

    Check if you have necessary permission at: WP Admin > Divi > Role Editor

    Have you tried to update Divi & Wordpress to the latest version & clear your cache?

    Since you also tried Safe Mode, then I don't have any further advice on this.
