Chart + Hoover + Responsive

    Hi guys,
    I'm trying to add a chart in my page (image follow).
    On this chart, i would like to insert 4 blocks with hoover effect, in order to read what's in each box (have a look on the picture follow).
    I can have all visuals divided.
    I tried to had only the chart with arrows in background, and then block text with hoover effect on it but with the responsive design, I have to fix each blocks for each size of screen...
    Do you have an easier idea to do this ?
