If it comes as a plugin it would be a no-brainer
Nope. This is a full child theme. No assistant plugin.
If we already have the header and footer plugin, do we disable those if we use this child theme?
Yes. If you are using this child theme, then you will need to disable the header & footer plugins.
This child theme already includes all the header & footer features + many more.
One last question, would it be better to have a fresh install to clone since the header/footer plugins will leave items in the library? The divi library is also of concern.
The header / footer plugins library items will not work with this child theme, but they will have the same name. To avoid confusion, it's best for you to remove those plugins' library items, prior to installing this child theme.
But if you already customized one of the premade library item & wish to continue to use it, you can easily do that by renaming it & changing the item's category.
so can we use this in concert with Ultimate child theme? or are they both entirely stand-alone?
They are both entirely standalone. You can't use both of them together.
But for all those extra features in Divi Powerful, they will eventually be added to Divi Ultimate as well. Separated into few major updates.
I have Ultimate. And i would like to make a better search page after clicking on a tag. How can i do that within ultimate?
Currently, there are no option to do that in Divi Ultimate. We've just released v6.0.0 recently & for the next major update, it might be on premade styling for archive / category / author / tag / search page.
