Getting Ooops! An Error Has Occurred on visual build.

While using the visual builder, I can't create or edit text. See screenshot below.

In addition, when I try to add an image using the image module, it will not access the media library when I click on the placeholder image.
Both of the above items are working in the NON-visual builder side of things. I saw one other post on this topic which suggested rolling back to previous version and rolling forward.
I rolled back to 4.9.3 and the issue still existed.
Rolled up to 4.9.4 and the issue still exists.
