Hover text disappears/turns white when page is scrolled down

    When the page is scrolled the the top, the dropdown menu is perfectly fine

    When the page is scrolled a bit lower, the dropdown menu text turns white. The background hover color remains the same. In Customize, the dropdown menu text is black. I also have CSS inputted for the background hover color as
    #top-menu li li a:hover { background-color:#6bafea
    !important; }
    Please show me how to keep the dropdown menu text as black
