Hi there. Only one of the fullwidth section can be set as fixed.

To achieve what you want, use fullwidth code module to add your image above the fullwidth menu. As long as your image & fullwidth menu is on the same section, then both will be fixed.

Do note that you can only use fullwidth modules for the fixed section:
