Layout problem on Tablet/Mobile - doesn't match preview

    Hello,
    I'm relatively new to this, and a DIYer, but I can't figure out why the design preview looks fine, but then layout is messed up for Tablet and Mobile. I have even tried disabling the problematic section for tablet/phone, cleared cache in Divi, Bluehost, and devices, but it still shows up WRONG. I have spent days working through online suggestions and am hoping someone here can assist.

    I've attached screen shots of the Divi Preview (looks fine), and the problem layout on tablet and phone (first section lays OVER the text section that follows it, the text section is cut off, and picture isn't even shown)
