Main Navigation Bar- Linking on home page help

Hi my name is Gary and my url is www.expenseassist.com. My main navigation bar at the top contains the following links: Examinations, Framework, Pricing, and Blog. Examinations and Framework are both linked to the main page so it just takes the user down the page to that section they clicked on. The person who did this for me did not show me step by step how to do this. I no longer have access to them. I want to now add a new navigation link to that top bar called "Quiz", which will take the user down the main page to the section titled, "WHY CONSIDER A PERFORMANCE ELEVATION EXAMINATION?". Would you please provide a step by step outline on how I accomplish this? Thank you for your help! Gary
