That's the older version of Divi.

For the new version, each column will have its own settings. So you just need to go to the row settings, select the column to edit & lastly just go to Advanced > CSS Class & add the CSS Class.

Looks fine to me. The image did switch to be above the text in mobile. See screenshot below:

 

Your row settings is set to be hidden in mobile. Check your Row settings > Advanced > Visibility.

 

It's purposely disabled by ElegantThemes, because it costs a lot to the mobile browser.

Nope. You can't add that for fullwidth header.

But try the below CSS in Divi > Theme Options > Custom CSS:

It seems like you deleted the fullwidth header section.
