Pre-Loader Not Centering

Hello,
I am having trouble centering a pre-loader icon on desktop and especially mobile. I changed the margins/width/height/position/alignment and have had no luck. I have done everything I can to correct it, any help would be greatly appreciated. Below is the code and a couple of reference photos.
