Video not displaying in OIS devices only

    This is a fairly old website but running latest WP and Divi, the background video on the homep[age has always worked fine.
    Now though it doesnt display on OIS devices (no matter what the browser) although it works fine on Windows devices in all browsers.

    the error says:
    media error: format(s) not supported or sourec not found
    then it gives the link to the video file.

    I have tried dozens of different bitrates and formats and several different video files.
    I would love to be able to fix this if anyone has any cles they can give me please?
