Solved Mobile Header Changes (Inner Pages)

Not sure how or why this started happening, but the background header on mobile changes to wht background with a light blue hamburger menu, when it should be black background with red hamburger menu. A couple strange things:

1. On the home page, it's fine, but go to any other page and this happens
2. On my mobile phone (iPhone 7 and and iPhone x) it's fine, but on my tablet (iPad) this white background happens.
3. If I'm on a desktop PC, and I shrink the page, the white background header shows
   
4. When I am logged into my site, it shows fine, but when I log out, the white background shows.

I've tried changing things under the mobile menu within the Theme customize. I've also cleared browser caches, temp files, cookies, etc etc.
